摘要：近年来河南省本科教育质量评估主要基于定性评价，但评价结果模糊笼统，难以把握，为了使评价结果更加精确、量化特性更加鲜明，本文提出了采用模糊综合评判模型对河南省本科教育质量进行定性与定量相结合的评价新思路。根据模糊综合评价模型的基本原理，针对教育质量评价因素的模糊性和不确定性，结合河南省本科教育质量的实际情况，建立了包含本科院校数量、招生情况、师资队伍结构、生师比、教学条件和使用、专业建设与教学改革、学生就业、科研投入与产出、双一流学科建设9个影响因素的本科教育质量模糊综合评判模型。应用本评判模型对河南省13个地级市的本科教育质量进行综合评判，评判结果表明：郑州、开封、新乡、洛阳、南阳的本科教育质量较高于其他地级市；本科院校数量、招生人数和师生比这些指标的权重较低，而学生就业因素的权重显著高于其他因素，因此加强各高校对本科学生就业能力的培养，有助于缩小河南省13个地级市本科教育质量发展的差异。

Application of Fuzzy Comprehensive Evaluation Model in the Quality Evaluation of Undergraduate Education in Henan Province

Abstract:In recent years,the evaluation of undergraduate education quality in Henan Province is mainly based on qualitative evaluation,but the evaluation results are vague and general,which is difficult to grasp.In order to make the evaluation results more precise and more distinct in quantitative characteristics,this paper puts forward a new idea of combining qualitative and quantitative evaluation of undergraduate education quality in Henan Province by using fuzzy comprehensive evaluation model.According to the basic principle of the fuzzy comprehensive evaluation model,aiming at the fuzziness and uncertainty of the evaluation factors of education quality,and considering the actual situation of the undergraduate education quality in Henan Province,this paper establishes a double-class teaching system including the number of undergraduate colleges,the enrollment situation,the structure of teachers,the ratio of students to teachers,the teaching conditions and use,the specialty construction and teaching reform,the employment of students,the input and output of scientific research,and the Double-class Teaching Fuzzy comprehensive evaluation model of 9 factors affecting undergraduate education quality.This evaluation model is applied to evaluate the undergraduate education quality of 13 cities in Henan Province.The results show that the undergraduate education quality of Zhengzhou,Kaifeng,Xinxiang,luoyang and Nanyang is higher than that of other cities;the number of undergraduate colleges,the number of students enrolled and the weight of teachers and students are lower than those of these indicators,while the weight of students’employment factor is significantly higher than other factors.The cultivation of undergraduate students’employment ability in Colleges and universities is helpful to narrow the differences in the development of undergraduate education quality in 13 cities of Henan Province.

教育是对一个国家发展的有力支持，尤其是高等教育。而本科教育作为高等教育的基础，起着至关重要的作用[1]。近年来，为了提高本科教育质量，许多专家学者为本科教育的评估进行了定性研究，如白逸仙[2]通过我国本科教育质量与美国的比较得出，本科教育应树立“以学生为中心”的教育理念；刘智运[3]提出了建立本科教育质量指标需要多元化、规范化，科学化；叶国珍等[4]提出了高等教育质量评估要注重评估制度的完善、评估技术的提高和评估专家的建立与组成；蔡宗模等[5]提出了从外适标准和内适标准两个层面去构建高等教育质量标准。以往学者大多对本科教育质量进行了定性研究，很少对本科教育质量进行量化方面的评价研究。模糊综合评价方法可以对一些事物做出客观合理的评价，王永林曾把模糊综合评判模型应用在本科教学评价中[6]，且模糊综合评价模型系统性强、评价结果清晰可靠[7]，已经广泛应用于水资源评价[8]和水处理研究[9]等方面。因而，利用模糊综合评价方法对河南省13个地级市的本科教育质量进行综合评价，可以从量化的角度对河南省本科教育质量进行研究。
一评估指标
对本科教育质量进行评估，有助于我们有针对性的改进工作，提高本科教育水平，促进我国本科教育健康快速发展[10]，因此，把本科院校数量、招生人数、师资队伍结构、生师比、教学条件和使用、专业建设与教学改革、学生就业、科研投入与产出、双一流学科建设9个指标作为评价因素，对河南省13个地级市的本科教育质量进行评价。
二 研究与方法
模糊综合评价[11]是一种非常有效的多因素决策方法，用于综合评价受多种因素影响的事物，其中权重的确定尤为重要，以层次分析法[12]确定评价因素权重再用模糊综合评价对模糊事物做出的评价的方法使评价结果更客观、更科学，模糊综合评价多应用在对安全、天气、环境等诸多领域的评价中[13]。
（一）模糊综合评价模型
1.建立评价因素集
P={p1,p2,p3,···pn} （1）
p1···pn表示与被评价事物相关的因素，当研究本科教育质量时，p1···pn表示评价指标n为9；
2.建立评价集
V={v1,v2,v3,···vn} （2）
其中，v1,v2,v3,···vn表示地级市，本文中n为13。
4.确定权重
通常情况下，n个被评价因素p1,p2,...,pn的重要程度不同等一样，因此需要确定各指标因素对于评价总体的重要性，即模糊权重：W={w1,w2,...,wn}，其中Wi为被指标因素pi相对于总体的重要程度。本文采用改进的层次分析法确定本科教育质量各指标的权重。
5.综合评价模型
当权重W与单因素评价矩阵R已知时，便可计算出被评价对象的模糊综合评价结果，常用的评价模型有∨—∧模型、全面制约模型、和加权平均模型，因加权平均模型可以对所有评价因素均衡兼顾，故本文采用此模型，即
